In the past, the USGP races were divided into UCI and OBRA
categories. UCI for the professionals and OBRA cats for the
"locals". Therefore it would be OBRA's call regarding the tires.

For example, I've raced at the USGP for a couple of years remember
seeing disc brakes on bikes so that would support the idea that the
UCI was only paying attention to the professionals.

You can go to the USGP site and click on the registration button for
the Stanley Cup:

You'll see the categories being specified as OBRA or UCI.
