PIR to be managed by a corperation

The surrounding available property is not very large. I don't think you
could do anything bike racing related outside the building. As for inside
the building there would be space in the infield of a velodrome but that
space would be small. Too small except for maybe a little BMX track. There
are already several indoor BMX facilities. I suspect if we are looking for
an operation to offset costs there are other things that would be more cost
effective. I should also point out that all of the multi-use velodrome in
the US are unhappy that they share their facility with someone else.

That was why I suggested other cycling disciplines as well as velodrome....
or even start without velodrome and bring in on later.

I'm aware of this (thanks to Shane). As of now it looks like a pipe
dream so there's not much to worry about. However, we'll definitely
keep an eye out on this one. I'm sure that FOPIR (Friends of PIR) is
already aware- and I've put a note out to OMRRA (Oregon Motorcycle
Road Racing Association), promoters and BTA about this one. If this
has the potential of negatively impacting our usage of the venue, rest
assured, I will do everything in my power to fight to keep our ability
to use the venue and keep costs down. PIR is one of our crown jewels.

We looked at that building last year. The owner is willing to do a short term lease. We have talked to a velodrome builder about what we could fit in there. The catch is the location which is a bit far out. It is a 1 hour drive from my house and in the winter I already have 2 jobs so I am not going to be running an indoor velodrome too. It is highly unlikely that such an enterprise would make money since no indoor velodromes do world wide. Bottom line is that it could probably be done for a reasonable amount of money if there were some people who were willing to put time into it.

...And pay $75 for a 30 minute race maybe. I appreciate you dreaming big Darell. I would believe bike racing of any sort is at the bottom of any potential use from this person's (developer) point of view. I hope I am wrong, but even though bicycle related use/activity has a real financial impact on a portion of the Portland economy, it is small compared to auto impact. Just trying to be realistic, not cynical.
Right now the REAL potential for a facility ( I have no idea of the price asked) is the huge free span building just east of North Plains on West Union Rd. It used to be an indoor moto-cross course and has been for lease/sale for at least the last 8 months. If someone had the $$$ to buy that and some surrounding property, they could develop a venue that could potentially be a place where regular racing/practices could take place. If the building and adjacent property were put together with some creative building, you could have all sorts of riding experiences, from Cyclocross, mountain to maybe even an indoor track. It would be a year-round place... very close to Portland. The ideal would be some sort of non-profit or agency so again you would not be paying $75 for a 30 minute race. I think it would be great to have a huge "bicycle" facility right next to a place (North Plains) that has rubbed cyclists raw for quite a few years... ( I know the chief of police went away). The facility would generate income for the North Plains business community because of proximity, and in the process change some minds regarding cyclists. So all of you shakers and movers in OBRA who could make this happen.... go ahead and start the wheels rollin'. I will race there if you do it before I kick off! Of course for now I will focus on the weekend racing.
just my two cents.

Maybe we could get this guy to fund an indoor velodrome and overall cycling racing center (STXC, road, cross)? Maybe condos with bike racks?

This potiential have a huge effect on our community. Higher weekly race fees? No racing at all at PIR? Not trying to be an alarmist or even stir the pot, but I hope we have someone at the table when this discussion is being had.
