This is a hitch mounted rack for a 2-inch receiver (or use a converter if your hitch is a 1.25-inch).
This rack was purchased new about 6 years ago. Sport Rack, the same company that makes the Metro bus bike racks, transferred Thule the rights to this rack, and Thule now sells it as the T2 ($420 list).

Bikes are racked by setting each wheel in a tray, pressing down an adjustable hook to hold the front wheel in place and then fastening a strap to hold the rear wheel. Nothing touches your pretty little frame.
The rack has a folded-up position for storage while attached to a vehicle, and it can be pivoted downward with bikes attached to allow access through a hatchback, which is very convenient. A locking bolt and one key are included. The rack is expandable to carry a third bike by purchasing a third tray.
All is good working order. I am selling this rack only because I bought a new 1-bike rack that allows the garage door to be closed with a bike on the rack.
