Yeah, like I said... a crappily written statute.
Also learned something else yesterday as I was perusing the code: "When Children are Present" as it pertains to 20 mph school zones means "when children are present, and under certain circumstances, even when children are not present" !!!
Specifically, if adult crossing guards are posted, it's the same as if children actually are present-whether children are anywhere to be seen or not.
There's also a law (I swear) specifically prohibiting the disposal of human waste from a vehicle.
I wonder what other cool tidbits are out there? Maybe we should hold a contest to see who can find the silliest existing statute. The winner would be awarded, of course, one of those special pee bottles we've heard about recently.

So I was wrong, I went and found the ORS definition of stop and it does reference cessation of movement...so whoever posted that I am sorry you are correct. Here is the definition of "stop"
801.510 "Stop." "Stop" means the following:
(1) When required, it means the complete cessation from movement.
(2) When prohibited, it means any halting even momentarily of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic, or in compliance with the directions of a police officer or traffic control device. [1983 c.338 §92]

Has anyone noticed that there's nothing in ORS 811 or the cited sb660 that defines what a "stop" is? It would be nice to know. Noting that few cars actually stop rolling at a stop sign... even when there's traffic.
