Never happens at speed. A skid stop at speed would not only be poor form but pretty difficult to do at speed in a large racing gear. Track stands still happen only in 2 up sprints and they only happen at low speed. They are less common since the institution of the 200M TT for seeding. There are also rules limiting how long you can stand still which limits the utility of this tactic.
