Try Frontier Airlines if that is an option for your destination; they have dropped their extra bike fee. Here's an article with airline by airline policies as of last year.

I"ve had very good luck with Southwest.
I'm flying to Denver this summer and am trying to find out the least expensive carrier out there for flying with my bike as baggage. Any ideas?
If you're a member of Bike Centennial, Northwest Airlines will fly your
bike for free. Minneapolis is a major hub for NW Airlines.
