This has been my experience on the Pacific Crest trail as well. Ankle deep mud in the boggy areas, and huge chunks torn away on the uphill sections, caused by hoof traffic. Other than trail remediation, or making trails off limits to equine traffic, I'm not sure there's a good solution to this.

Thanks for update on these trails.
Like the document you attached pointed out...........various user groups
volunteered many, many hours to the construction and maintenance of the
trail system. I think this might be an attempt to see just how much damage
the horses do to the trail in an "official trial". Sounds like you have
seen the results of this trial.
Contacting the people below is good (be positive), but carries much more
weight if you can state you are a member of NWTA, Westside Trail Alliance
and or IMBA....as well as an Oregon taxpayer. The more members those
organizations can show agencies they have........the more clout their word
carries with said agencies.

Reading that letter I am pretty sure one of two things happened:
A. The horse folks sued or were ready to sue to gain access given the way the letter referred to certain documents.
B. A new boss there is a horse person
