<P>Message 7: INSURANCE PROGRAM OFFERS BETTER OPTION FOR CYCLISTS</P>
<P>Many bicyclists own cars, but don't put many miles on them. The Bicycle Transportation Alliance Board of Directors recently endorsed a new concept in auto insurance -- Pay-As-You-Drive (PAYD) insurance -- which will reward folks who currently drive few miles a year and anyone who chooses to cut back on miles driven. This is good for individual pocketbooks and our neighborhoods and environment.</P>

<P>PAYD insurance converts a portion of the annual fixed premium into a per-mile fee. All existing rating factors (such as driving history, vehicle type and household location) are incorporated into the per-mile price. PAYD insurance better reflects your risk of being in an accident because it reflects how much you actually drive. PAYD insurance will give you more control over your driving expenses. Drivers saved an average of 25% in a PAYD pilot project in Texas.</P>
<P>The other good news is that motorists who pay per-mile premiums are estimated to drive about 10% less, meaning fewer accidents and less damage to our environment.</P>
<P>The Oregon Environmental Council is encouraging insurance companies to offer PAYD insurance as an opt-in program for people who want to pay for what they drive - not more.
