    There is no difference. Generally fenders are made to fit both, and there are not specialty fenders. I have put the same fenders on both sizes. In the end, it comes down to clearances between the brakes and the tires.

Does anyone know if a set of fenders made for a bike

having 700c wheels will work on a bike with 27" wheels?

The tolerances seem to be pretty close, but then those

fenders are pretty flexible.
