Without question Andy Newlands of Strawberry. There are lots of frame builders in this area with the equipment and ability but he's got about 30 years of experience on most of them.
Just had him do that - and spread the rear triangle - on my old Bottecchia. He's near Jeld-Wen Stadium. Cost and time will be minimal, and good stories a free bonus.
