USADA will continue their investigation, but, as the NY Times points out,
this would be a symbolic prosecution.

I spent a career with Internal Revenue Service, and had occasional contact
with criminal investigators. The standards they had to achieve were very
high, since Department of Justice would not prosecute unless they were 100%
convinced that they could get a conviction. The result is that the Feds
have a very high conviction rate -- and internally there are problems for
prosecuting attorneys who did not get convictions. There was absolutely no
interest in a situation where there was any doubt whatsoever.
