Why even think about using this setup there are a ton of reasons why not without a rule.

I'm glad Mark posted the link to the rules because I think we all take Mike Murrys word as law and it surprised me that Mike says that forward facing rear dropouts are forbidden on the track. I can't find anywhere in the rules where it states this. It doesn't address this in the equiptment section or in the section of rules specific to track racing. The USCF rulebooks (old guy talkin') were chock full of limitations and OBRA really impressses me with the simplicity of operations. These unwritten rules have me scratchin' my head though. Are there special glasses for reading the invisable ink or something?

You can probably find a stock complete track bike on Craig's list for around 200. I know you said you only have about a100 but it's always nice to have your own bike so you can get used to the way it rides. Or like someone said, the rentals If you are really on a tight budget.

If it is converted road bike you might be better off with a rental bike for use at Alpenrose. Road bikes have a lower bottom bracket which makes it more likely that you will hit the right pedal and slide off if you go too slow. If it was designed as a single speed you might be OK. The BB should be 11"+ to ride at Alpenrose. Rental bikes are $5/day.
