Here is an excel file that I put up on Google Docs. I am trying to use to
see who might be available to work a race.

Please add your name on the top row, then select the races you would be able
to attend. You can mark the position you are most interested in or Any.

The process will be:

I appoint the Chief Referee.

The CR will then fill the crew, this document will help them identify the
people that are available. It does not commit you to working the race.
