Per a decision recently made by USAC, OBRA riders who purchase a USAC
annual license in 2012 will be able to register with USAC using their
OBRA categories. To be clear, OBRA riders will still need to meet all
other license requirements in order to enter a USAC-sanctioned event,
including purchasing annual licenses.
While it is just my speculation, this is likely a one-time offer and
after 2012, OBRA riders would need to qualify for each category per
the upgrade guidelines listed in the USAC Rulebook.
Because of the above, OBRA riders may not race down in category; e.g.,
if they are an OBRA cat 2, in order to race a USAC-sanctioned event,
they must purchase an annual USAC license as a cat 2, they may not
race in a beginners category.
