While the "letter" of the rules only applies to Cat1/2, I would assume
the "spirit" of the rule extends to all categories.

Obvious hardships can be excused (new team member, only jersey
damaged, clueless, ...). But I would expect seasoned racers to wear
their team jersey (or other identifying kit) - especially if they'll
be engaging in team tactics that could seriously affect the race
outcome.

Of course, at BB lots of people were wearing jackets and such. At
that point, the system does break down a bit.

The only applicable rule is:
" 7.2.2 Team/Club clothing
No rider may wear the jersey of a club or team that the rider is not
eligible to represent.

In mass start events Category 1 and 2 riders from the same club/
team must wear uniforms that are obviously similar unless the
rules for the specific event require otherwise."

In other words, you are not required to wear team clothing unless you are a
Cat 1 or 2 rider and it is a mass start event. Even then you don't have to
wear team clothing as long as you wear something "obviously similar", say
zebra striped T-shirts. Enforcement and interpretation of this rule is not
particularly strict. The idea is to be able to identify people who may be
using a team tactic (leading someone out, blocking, etc.).

Second 'cross race of the day, your first jersey is soaked and muddy, and you have no other teammates/spare jerseys...
Second day of an omnium, you crashed the first day and tore your jersey to shreds, and you have no teammates/spare jerseys.
You spilled espresso on your only jersey during your drive to the race, and now your jersey looks like an obscene Rorschach (sp?) test.
