In theory that sounds like a great idea Ben, but I don't think it plays out well in reality.

Wouldn't it be better if they allowed us to build a new trail system for
bikes. They can keep their trails for walking. The park belongs to all of
us. Join the NWTA. Go to their monthly meetings at hopworks. (mmmmmm
mmmmm complementary beer!) Get involved. Also urge your friends that
night rides on the illegal trails is not going to get us new trails anytime
soon.

And be as polite as possible when intercepting those walkers, runners, baby

I have no idea what the FPC membership numbers and demographics are, but wouldn't part of the answer be to keep on with the effort and continue swelling their ranks with more cyclists and in particular MTB riders seeking more singletrack options in the park? At some point we reach a tipping point, and change happens, yes?
I get the feeling the number of mountain bikers in the Portland area is growing faster then ever and we should be represented in the FPC.

The Forest Park Conservancy opposes bikes on trails.
The reasons became abundantly clear during the community meetings a couple of years ago: It is because most of their members and park neighbors are hikers, and they don't want to share the trails or have more users in FP. It has nothing to do with the health of the park, although they try to greenwash it that way.
I helped them get over 100 cyclists to join and I personally contributed $500 to the FPC, only to have them oppose us at every turn, even if we would enhance the condition and health of the park.
Until they change, I will not support them in any way. They have a new executive director, so I'll be interested to see what happens.
The fact that they condone hundreds of runners just makes the hypocrisy that much more in-your-face.
