More panels = better quality (generally, as it allows for more "natural movement").

Chainlove.com is good. Do try and support your LBS (local bike shop). From my experience, the more you spend the happier you'll be. That being said, $30 shorts are comfy. When you spend +$130, you get a little better feel (if you ride long enough to notice such things). The performance bike shops around PDX usually have deals.

besides the garish designs I'd recommend you also steer clear of anything that requires a drawstring. You can frequently find great deals on Chainlove.com with honest enough reviews from customers to help you make a decent choice but since you'll hopefully spend a lot of time in these shorts and benefit greatly from proper design and construction I'd suggest you head over to Cento Cycling in Tigard (formerly Team Sales Cycling) and try on several different brands 'til you find the perfect ones in the price range you're willing to invest at. All they handle are cycling clothing, nothing else, and he's been at it since the 80's with his hands directly in the biz so he really knows his stuff. I've gotten some GSG bibshorts from them which I like a lot. I've grabbed Hincapie bibshorts off of Chainlove which I'm also quite fond of. Whatever you do, think about the return as much as the outlay, and don't sell yourself short.
