I'd agree with this - no specific rules in the rule book that I can see, the closest that would apply I believe is 15.5.4 - Late riders...since he came all the way back to the start, then was a late restart, and considering the times I've seen late restarts in TTs where the rider's time started from his scheduled start time, IIRC...his clock is still running from his scheduled start.
Of course, the correct answer is indeed, ride the flat and just put out more watts.

That is the rule for a prologue. The definition of a Prologue is Day One TT.
