Peter,
It sounds like you've been handed a golden opportunity to win lots of
races this season! Just get out there and rip the legs off your Cat. 3
competitors and practice your "two hands raised" victory salute until
exhaustion. When your comrades complain about you sandbagging, just
smile and say "Hey, I told them I was an OBRA Cat. 2, from Oregon,
USA, but your ABA officials keep telling me I'm just a UCI Cat. 3.
Sorry!"

I'll bet if you win enough races, they will eventually promote you to
the proper category. :-)

OBRA is not associated with the UCI but OBRA upgrade criteria are identical to USAC which is associated with UCI. For what it is worth USAC also no longer officially recognizes OBRA categories or OBRA races for upgrading purpose. They frequently ignore their own rules for rider categorization however. Frankly ignoring OBRA results and categorization is their loss as all it really does is limit their ability to identify new talent.

I have sadly left the the OBRA community and have taken up bicycle racing in Alberta, Canada.

Here's my question, I applied for a ABA license (Alberta Bicycling Association) and they put me as a 3 on the road. I countered that I was a 2 and got my upgrade through OBRA.

They say that's not UCI official, are they right?

Any advice from people who have raced in outside racing jurisdictions would be most appreciated. Thanks OBRA land.
