Well if you look at the rules the helmet cover may fall under
7.2.1 Aerodynamic clothingNo article of clothing may be worn that serves solely an aerodynamic purpose.
However one could possibly argue the cover also keeps your head dry in the event of rain, there for serving more than one purpose.
There do not appear to be any regulations regarding saddle placement or how level it is. There also appears to be no regulations on sock height.Its almost as if OBRA is too busy running races to make ridiculous rules.
