shims for track bike stem dangerous?

In my opinion, as long as you put it together right it should be fine.
Most of the torque on my bike goes into the drive train, not the
headset/stem.

hello everybody,
i am trying to update my stem on my track bike which has a 1" steerer tube and all the stems im finding are 1 1/8" or 1 1/4" so it seems my only option is to use a shim, but considering the amount of torque that goes through the stem on a track bike i was wondering if this would be dangerous. anyone have an opinion on this?
