TT specific bike vs race wheels

For budget-oriented TT, I'd go in this order:

Having a dedicated TT bike is priority #1 in my opinion. It really
doesn't need to be a fancy "TT bike". Maybe a used alloy Cervelo if
you can get your hands on one - though most any frame will do. When
you start getting serious about TT'ing, your position will be pretty
different than a normal road bike. Switching back-and-forth gets to
be a real pain.

Getting a fancy front wheel is #2. Used zipp 404?

Aero helmet is #3. Used ones on the OBRA list all the time.

Disc rear wheel is #4 - though you could go with a wheel cover:

I've started to do TT's and did a couple of races on my road bike with clip-ons. I would like to compete more this next year and would like everyones opinion on either getting a TT specific bike or good race wheels for the upcoming season. Both cannot be done at this time. Thanks for you input.
