I think it is worth reporting this type of event, even if no action is taken, b/c it shows that these events do occur and helps to generate the type of record which shows they are a problem.
As a practical matter in Portland the Police and DA's office, which are both under big financial stresses, will not follow up with this type of event unless there is an injury or contact. Although there does not need to be contact for a crime to have been committed.
In any type of bicycle versus motor vehicle driver event it is very important to get both the license plate of the vehicle and the description of the driver. As soon as possible afterwards write it all down, so you do not have to do it all from memory.
And stay on top of the company, send them a letter, demand a writen explanation! Do not ease up on them either.
