3rd Craft. I have several types, one even with a wind layer on the torso for
those really cold days.

Second the Craft stuff. I've used it extensively over the last 3-4 years
and it's great. For sub 40 deg days I use long sleeve Craft base w/wool
long sleeve jersey + shell and I'm good. Also great for late summer/early
fall under short sleeve jersey as long as the fashion police aren't looking.

I have had the best luck with the Craft Zero Extreme base layers. This are
super thin and wich very well. That can handle a very large range of
tempratures. I have the thicker caft pro base layers aas well and I hardly
wear them. They usually work best around freezing. I would also suggest
putting in a 3/4 zipper in them so you can regulate the temperature. These
tops are warm wet or dry. I also have a short sleeve Extreme one as well
that I match up with arm warms for the warmer wet days or very cold days
under a winter long sleve jersey with a vest on.

I sure you are going to get alot of other options. Good time to buy. They
usually all go on sale right now, especially the womens.
