I can speak to this one
1. OPB and various other nice folks of the world, have contracts with Speeds towing and the like to take away cars that they think they can sell at auction.
This is your first choice, as they come and tow it, and your friend gets the deduction for the donation (for the sale price at auction, not his percieved price of it, sorry, but ask your CPA.)
2. junk yards, lot's of them in portland, they tow and give you a little cash. depending on where your friend lives, go with a close one, and if he doesn't care about the amount of $ he is getting, well then go with the first that says "yeah buddy, we can come get it"
3. give it to me and I will wax poetically about it for 18 months or so, then give it to some new team of nice guys and gals who won't get it up and running either!

Does anyone in the Portland area know of a wrecking yard or whatever that will pick up a mostly dead junker and take it somewhere to be recycled?
I have a friend who wants to be rid of a not-quite-a-project-car. He has the various required paper.
