This is absolutely correct. In order to hold bike races road use authorities and land owners need to be covered against claims of liability usually from participants in the race but also from spectators, other road users, etc. No liability insurance = no racing. The insurance that everyone talks about is not to protect you but more to protect other people FROM you. Insurance is really only a membership benefit from the point of view that it allows races to happen. You will never get a benefit paid to you from the liability insurance.

The insurance under discussion - for the most part - is liability insurance for the promoters/sponsors/venues.
Anyone hurt racing without sufficient health insurance will get a really big surprise if they think their doctor bills will be covered by their entry fees.
