Three things to think about, IMO, as I have owned at least 4 or 5 of these.
1) get one with the plastic shims that wrap all the way around the seat
post. The first one I bought was a clamp style and was not as good and
damaged one of my seat posts. Plus the plastic shims can ensure a tight fit
to avoid the flop. If you find one with the wrong size shims, you can order
more online for pretty cheap. I prefer the trek version for this reason.
2) get one without the extra joint, some having a joint in the middle to
allow it to pivot ... that just makes the flop even worse. straight bar is
best. Again the trek version worked best for me.
3) Make sure they are good at holding on. I kept my kids in a burley
trailer until 4 or 5. My son was fine on the trail a bike at 4 at medium
speeds, but I waited until 5 for my daughter as she tends to make many
marginal assumptions ... like feet on the bars hands waving in the air ...
look at me dad I am flying ...
Oh, and they even make a tandem attachment to turn your bike into a tripple
... that can be fun as well. But the only tandem one I found has a 2nd
attachment point which causes a bit of flop so I have stopped using that
one as much.
