In 30+ years at PIR I have seen at least three races where the winner
raised his arms at or just after the finish line and then veer (even
slightly) left or right and proceed to knock down or cause the crash of
other cyclists across the finish line. Finishes at PIR are often into the
sun as well. So don't do it unless you're a Pro (and in a sanctioned USAC
race) or even a retired Cippo and you have to zip up your jersey for the
sponsors and the cameras of Universal or NBC Sports.

The only rule against it is the dangerous riding rule. Clearly a bad idea if it is a close sprint and there is anyone near you. Particularly stupid if you are not first. Basically it is pretty much a poser sort of thing to do most of the time. If it causes you or someone else near you to fall or almost fall you can be pretty sure the officials will give you a penalty that will make it so that it was not a win anyhow.

As Dave points out it does cause problems for the camera although we generally know who is first. The bigger problem is the person further back in the field who sits up with their arms down and covering their number. Often this forces the official to search prior laps for the same guy when the number is visible. It is a PITA.

Looking at the pictures from BDB, I'm 99% sure that person was relegated
for an irregular sprint, which impeded forward progress of a rider. But I
wasn't there and didn't talk to any of the riders or officials involved, so
I could be way off.

Putting you hands in the air is not against the rules, unless the ref has
some way of justifying it as dangerous riding.

I just judged my first race last night at Tabor...and that is harder than it looks.  I know OBRA says not to throw up your hands, mainly because none of us can catch your number as your hauling ass over the finish line.

My thought is to throw up your hands the second you cross the line.  Or you can do what I do at TT races...and just throw up as you cross the line :)-  

Now if you want to entertain the camera operator, you could smile, pick your nose, flip them off (only if it's friendly), etc.

It doesn't matter if you are the winner or in 37th place, if you sit up, the camera can't see your number and it creates extra work for the officials trying to place you. So don't sit up as you cross the finish line. If you are the winner, celebrate after the line. If you are in 37th place, keep your hands on the bars until after you cross the line. Then I will have a much better chance of reading your number.
