Remember the last race at the westside park in Salem back in '96? The one
right at the start of the flood? By the time the last race was done a
third of the course was in the river.
That was also the year when the bathrooms had mud on the floor, the walls
and even the ceiling. The city was not happy.

The only reason why a cross race would get cancelled is if the weather was dangerous to be out in, as was the case with the only CX race that I have ever seen get cancelled. Even then there were lots of people that complained, although there were more that could not even get out of their driveway, including the race organizer. Most cross riders seem to think that rain and mud improves a CX race. Unless there is flooding that made the venue unusable I don’t see how rain could cause a cross race to be cancelled.

Track races, on the other hand, get cancelled if the air is a little damp. Far more civilized.
