SKS RaceBlade front fender issues

The front fender tends to drag a bit on tire, sorta.. In addition to
losing a rubber strap (yeah, I know.. zip ties) the front fender has
very little clearance between the front wheel and the downtube on my
54cm Tarmac; if the front wheel is lined up straight under the down
tube it's no problem, if not and there is any amount of sharp turning,
forget about it, the fender drags.

I'm also using the additional plastic mounts that are labled "aero"
which are apparently for aero forks? I've tried mounting with &
without and I'm to get mildly more clearance with these.

I've thought about filing the decorative plastic shaping (that holds
the metal struts) which rubs on the down tube to gain more clearance,
thoughts?

Is there a better front fender (or other) solution? I'm tempted to can
the front fender but I think I get plenty of spray that I actually
need it on the wet days. I realize some will say dedicated rain bike
but one more bike is just not an option.
